Question! about the transfer and accounts

do u know if u have to have an american account to have the char transfered to? or are they transfering whole accounts that u can reactivate?

also, a friend of mine cant login with his old account details, does that mean if he wants his Unity character back it will have to be transferred to a whole new account?

In the testing, I had characters from one email transfered to an account with a different email.
