Pretty sure you have to select the color at the time of creation, from the formula with all the colored options.
They have never been dye'able after the fact that I can remember.
I believe you're refering to Master Colored Fabric Pouch or Master Colored Deluxe Fabric pouch (Theres probably lower tiered versions available).
Despite the name not saying 'backpack' in the name, those are the ones to create those colored backpack pouches.
There is also a Master Fabric Backpack Pouch formula, but those can't create colored versions.
Perhaps we should rename the colored formulas to include the word Backpack in it to avoid confusion? I know I was confused by that one time.

Thats a pretty long name, but it could help with confusion. It took me a while just now because I was searching "backpack" and only the non-colored version appeared.

OP is speaking of sack not pouch or Backpack. Sacks are held in the hand and can be dyed at creation if the eligible crafter has the techniques scribed for Weapon and tool Dyes. The Steelsilk Sack can be dyed after creation using the Weapon and Tool Dye Kits (the chroma based ones). For whatever reason I am told that the Ironsilk Sack (and perhaps lower tier sacks as well) can be dyed post creation using an Armor and Scale dye kit (and not the Weapon and Tool dye kits).

Ah, in that case you're correct. It can be dyed, post creation, with Weapon and Tool Dye kit. Armor and Scale dye kit won't work.
Yeah, I found out that suddenly, when you get to steelsilk, your sack becomes a weapon!
