Priceless Primalist's Scales

Is there somebody on Chaos that can make me a set of these? I keep seeing the Priceless Conqueror's scales on the clearport connie but I don't think I have ever seen a set of these on there.

Also as a secondary question - can the speed and velocity techs be added to the wing scales?
