can some one explain to me when spells over lap and when they don't
I'm talking here about the same basic spell with different modifications. Some times they do interfere with each others count down, some times they don't.

you are talking about the delay in resetting? this is to stop you from becoming overpowered as a player. So they made timers overlap, so you have to wait for the cool down to be able to use a similar type. You don't want to be able to cast 2 or 3 epic spells one right after the other, would you? instant mob wipes? I think you can figure the rest out.
Also, certain types of techniques applied to spells, like range, stop the spell from being a repeater because it lengthens the timer. same for a few other techs.
