Maybe this stems back to the 2 week unsold returns to players vault. Usually by the time a player gets to T2 and up, they wanted gears that are teched.

I've given this much thought and I tried to see the pros and cons. Pro, it would allow the new players easy access to the gears they need.
Con, it takes away the coins a new player may earn...
