I searched now the entiere Aughundell area and could not find the Town Augh marshall... I asked also arround and most said there is none...
Is he hidden somewhere or did the devs forget to add one?

The original reason for not adding one was that we wanted players at that level to be fighting the Withered Aegis and not grinding on mobs. We still feel this way.
But in addition, the tasks obtained from Town Marshals are not the kinds of quests we are adding to the game anymore (grindy-kill-tasks).
