Strange little bar thing

I know the exp bar shows how much I have until the next level, but I just recently noticed the smaller bar under it in the character window in the 'General' tab, and was wondering if anyone could tell me what it was for.

I've circled it in red.

It shows the experience within that bracket above.

If the top breaks your level down in tenths, the bottom breaks those tenths down into fourths.
