Heal Increase II

I've been farming the ogres found in Abandoned Island to attempt to grab the technique Heal Increase II,but I'm not sure which ogre type to target as from my understanding both the Ish'kuk Warriors and the SAl'guk Warriors have a chance to drop it,as they are both around the correct level range. Is there a specific Ogre type I should be going after in particular?

Steps to get a specific tech:

- Find Mob
- Kill Mob
- Kill it some more
- Sacrifice some hatchlings
- Hope that it drops

It's just luck...try not to descend into madness looking for it

I understand that,however I've brought this matter up in the past and a Dev replied that only mobs in a specific level range had the change to drop it,which is what I'm not totally convinced is the case here. I've been getting some tech from the ogres,in the Abandoned Island but the ogres are in two different levels ranges.I'd like to confirm that I am indeed killing the correct mobs in question,before I go out of my mind trying to get it.

Should be level 11-19 for T1, 21-29 for T2, etc. Also for T2, there are 84 techs, so the chance to get the one exact thing you want is very slim. I don't think I've ever gotten a drop of something I really wanted. Just drops when you're not expecting it. Techs are considered rare loot and those drop from the upper tier of the level.
