Not absolutely sure, but I believe its from the frozen wisps on Isle of Ice (lvl 80-84 hostile wisps).

The Frozen Wisps, (they act like Enraged Wisps)
are on the northeastern part of Isle of Ice.
I was able to collect frozen essence
both from living wisps and dead wisps.
