Question [Known Issue] Phoenix Shield ~Conjurer School

So I've been wondering about this for a time, Phoenix Shield makes any spell or abilitie , any incoming damage kinda do 0% of normal damage. I've seen quite a few times that my Phoenix Shield dissapeared when an abilitie/spell that does no damage, only an effect (like a stun) is used on my character. So basicly let's say I use Phoenix Shield, a mob uses Root and my Phoenix Shield is gone.

Is this intended? For in my oppinion it seems like it's only intented for damaging abilities/spells.
