Recharging blighted gear

So come to find out from a fellow player that recharge kits do not work on Blighted gear.

How are we supposed to recharge our items?
Is there a revamp happening that takes out the drop in maximum charges when recharging?

Do they not deplete down to 1 and hold anymore? I think they used to.
