oh man I can't exactly remember, but I know atleast one of those is sold in either Dralk or Chic (kind of annoying that both towns share Jman forms)

I went to both trainers and they don't have any

A good rule of thumb is that if it's not sold on the trainers, it's going to be a drop. I recently got 2 or 3 Expert Promote Vitality formulas from some t5 pygmies - check the t3 ones? (Previously ice and frost ogres/pygmies, I think they're Sal'guk and Thal'kuk now)

I checked istariareference.com and by it they are a drop item.

I looted some recently from dragons on Draak.

I always went to the ice blights in the ND for journeyman forms, they drop them fairly well and are a good way to grind hoard up to the t4 range.

The Greater Ice Blights (51-55) in NDL and the Pale Hatchlings 50-55 on Draak are both great spots as previously mentioned, for jman forms. I personally like Draak because it's less running around and those pale hatchlings seem to be very plentiful (plus you can camp by the pad). Or any undead in the 50-60 range will work too.
