Travel scrolls 'current school level minimum'

Yet another anomaly I have found. I was doing some work on my bipeds craft and decided I needed to get some craft techs from Chiconis but did not want to run this level 7 scout there. I had just made level 70 blacksmith at the time so decided this was a great time to try out the travel scrolls (being as they were one of the reasons I made the biped)
The travel scrolls say 'Current School Level Minimum' just like the various scales crafted for my dragons over the years so I 'assumed' when the Travel scroll said 'Current School Level Minimum (30)' a level 70 blacksmith would be able to use it.
I was wrong, every time I tried to use it it told me I did not meet the requirements for this.
The terminology here for some reason does not match up or there is a discrepancy. If these are for Current Adventure Level, perhaps they should say that? Or is it a bug that the Chiconis Travel Scroll was just not registering a current "craft" school of 70?
Seems like a lack of consistency?
