Snarl V and Menacing Presence Timer Connection?

Got Dragon lvl 98 last night and received Snarl V. During next fight I noticed that Snarl V and Menacing Presence share a timer. Timer is about half the regular cool down time.

Is this intended? Seems strange.

Snarl IV (and lower Snarls) and Menacing Presence do not share a timer.

Toon is Dergam on Chaos.

I know that the shared cooldown for the max ranks of the abilities is intended. I don't know about the lower ranks.

I figured that but I had to ask. I hate all these little inconsistencies that pop up.
