Welcome to Istaria!
The RP server is Order, but the most populated is Chaos, the average play one. Chaos does have a player-made RP channel last I checked, I think.

Welcome! and like Racktor stated, Chaos is more populated, but Order is the RP server, and you won't find a whole lot of RP on Chaos (I'm not saying it doesn't happen, I'm just saying it's very scarce)
on Order you'll usually find about 5-10 people online during the bussy hours of a day, more on the weekend. don't be frightened when you find 0 people in the channels aside from our resident statues.
