Confusion about Death Points

I think I remember them starting at level 5 or 10, but now I'm hearing they don't start until level 20? And if they don't start until level 20, then what good is the tier 1 level food anymore, since that's "not as effective for removing death points" at level 20 and over?

If you're level 20 and have a few death points, but only have a stack of T1 food, it still works. Might have to eat an extra meal to get the same reduction as T2 food.

The food's tooltip will say something does less if you're above or below a certain level, but it doesn't prevent you from eating it and getting the benefit.
