Gear purchasable from NPCs, up to which level?

As the title says!

I see that Bobbie Taylor in Dalimond now sells stuff for 30/35, even though she's not marked as a vendor via title and the wiki doesn't seem to list her stock.

I was curious, does she sell the highest un-tech'd stuff, or has an NPC who sells the basic level 40/45 stuff been added?
