Prey on the Blight Hound patrols; Return to the Lord-Commander when you have secured additional battle-orders. He'll be expecting (1) Putrid Remnant of Hide, (1) Rotted Shred of Hide and (1) Decayed Remnant of Hide.
I have all of them. but the Jatell is not responding.
Can some one help me in telling me what the hidden requirements are?

AD the moment i'm trying to get more, but those blight Hounds are sssooo ssslllooowww.

There are no hidden requirements. You must have those three items in your main inventory when you return to speak with him. Are you sure you have those three items exactly? Because there are other pieces of hide that also drop that have similar names. For example, Rotted Chunk of Hide when you are looking for a Rotted Shred of Hide.
with oldin i did get a right hide and then the quest did finisch, with marble as far i could see i didn't but after 10 hides I tried to see what happened and it did finisch. So extra "mining" seems to solve the problem, one way or the other.
