On the Wiki, it shows a Drain Bolt quest around level 15, starting in Kirasanct. The NPC says he won't help me since I am a dragon. Has this quest changed since the Wiki? Or has it been removed? How do you get Drain Bolt now?

Drain Bolt I starts with Khemarius (outside of Kirasanct) and requires Level 10. I do see it has keyword quest_task_dragon on it which is common for all the crafting mastery I quests from the dragon in Kion. See if you have any active crafting quest or possibly other adventure quests from either dragon in Kion and delete the quest. Then try speaking with Khemarius. You can pick the quest back up after doing the drain bolt.
