whats the highest possible craft skill atm?

are you able to hit as a biped opt skill with t6 resources?

The optimum skill for making t6 bars boards bricks spools and orbs is 1600 and cannot be achieved. Best for a biped is 3:1 for boards bricks spools and orbs and this takes 1467 skill. Best biped can do with bars (alloy) is 3:2 at 1400 skill

dragons will be equal i think?

The best what a dragon can do is 1:4 afaik. ( without biped buffs/potions etc, with all that 3:1)
