blighted versus non blighted?

I don't get it

i have the from for BLighted Mitril Chainmail Mask

gives armor 91 and no techniques allowed and cost maintenance

I have the form Mithril Chainmail mask

gives armor 106 and allowing 3 techniques.

What I'm i missing here!

Blighted versions pull from a pool of random techniques you possibly cannot get anywhere else, which can lead to even better armor than what you can craft with chosen techniques. However, it's random, so you never know what you're going to get - and why you can't see anything in the craft window.

May be an idee to give these as question marks, ad the moment there is no indication that they do give any.

Is this also the case with blighted armor you find because it never has any techs.
