Brannagor - Helian's Tomb quest

Ok. So you have just been spoiled. Sorry.

Just wondering where to find this guy. I have been looking over the Observatory for him and can't find him. Where should I look?

Found him. 20174, 19839. and he was on the road which is not what the riddle says. but there we are.

The quest dialogue says he's a blight. Blights sort of float over the ground, they don't touch it. That's how I figured out the riddle. But in actuality Brannagor is a ghost. Virtriderp.

Yeah I posted that before I finished the quest off. And the fact that he is a ghost really doesn't help the riddle. But there we are. It took so loong to find him too. Frustration levels far too high. It would have soooooo much worse if I was a hatchie or pibed.
