Try new trismus consignor, bristugo consignor, aughundell consignor, and clearport consignor (on chaos). Also, ask in marketplace with WTB messages stating exactly what you want.
beginner scale forms are sold by the dragon crafter trainer in NT at 46060 14510 and journeyman dragon forms are sold by the crafter trainer in Dralk at 22439 29088.
There is a dragoncrafter trainer at Chiconis 24022/21661 in the crafting lair that carries beginner and journeyman forms.
Also, the dragon on the vault roof at Parsinia has beginner spell formula including beginner primal health and promote intellect spells which none of the others carry.
