He is kind of hidden. To expand on the coordinates that Shian gave, starting from in Chiconis, run/fly up the hill towards the craft cave following the road. Just before the cave, the road Ts off. Go left then look left and you will see a flat area above the lair there and the mountain side. He is hiding back in there. Guess he is so butt ugly that he felt the need to hide from the world.

Sticking your face in a smelter until you are a master may do that to you. :D
