Does anyone know where these can be found. I can't seem to find anyone in game who knows where these monsters are or what level they are. Help would be appreciated.

Well I found them so i'll answer my own question, since i guess no one else is going to. They are dropped by blights on an island off the coast between Sslanis and Parsinia. The exact location is 18278/23179. You have to cross a bridge of rocks from the mainland to the island that goes on for a long ways. The monsters on the island range from level 1-20 and the blights there drop the weakened blight bindings that are neccessary for the nature damage I technique.
