They might want to change the quest helper text in the quest menu to Wraith Overseers instead of just Wraith's just to avoid confusion. But yea about 2/3 counted and the rest were dud's.

Some of the Wraith Overseer's in the WD when killed wont cause the quest to update, I ended up having to kill around 25 of them total to get the quest complete
