You can move a max of 25% at one time, but you can move all your points, given enough time (about a week I think). As mentioned, it's more important to have the right scales teched.

Haha, it does depend on your play style. But if you're going for raw melee DPS, strength and T&C is the way to go. If you want a bit more survivability, pop some into health. Don't worry about it too...
