yes Istaria Devs are all volunteers that work on Istaria in their spare time.
Putting in a new game engine would be a massive undertaking for any company so it's best not to put a time frame on it....

Not 100% but from what i seem to remember on this topic it was deemed that at the moment Istaria uses the CPU not a GPU.

-Small tents in Imperial Camp (east of Tazoon) are in what looks like Greyscale....
