Is there a spell vendor(s) who sells tier II spell formulae, and if so, where may such a person be found?

the beginner spell formula allows for the creation of SPELLNAME I and SPELLNAME II.

If you mean, journeyman spell formulae, the spellcraft/scholar trainers sell those, too. Also, see the journeyman formulatrons.

Actually, I mean the spells themselves. Similar to the spell vendor in New Trismus or Sslanis. Or do all spells tier II and above have to be learned and crafted?

The spell vendors are there just to help out starting players, and haven't in fact been in for too long. For the rest of the spells, you need to check consigners or do a WTB on whatever passes for your server's market channel.
