When you view details on Brown Werewolf Hides, you see a
list of techniques that use them, but when crafting an item
with those techniques, they in turn request Werewolf Hides,
and don't recognize the brown hides as such.
Brown Werewolf Hides need to be converted to Werewolf Hides.

Brown Werewolf Hides are no longer used at all. They are obsolete.
