One of my guildys has spent 9-10 hours pulling 10-15 un-dead a time in vally of the moon(trandalar), and he's gotten 4. Are they sapposed to be they rare or is it a bug?

I'm guessing you're talking imbued armor splinters, in which case these are quite rare because they are shared with another comp in the loot table, greater skeleton skulls.
Pretty annoying for something that is part of 8 different techs, 4 of which are pretty common for T3.
inbued armor splinters are ALSO on new mobs that dont use the OLD loot table. The only thing that is wrong is that the drop rates need adjusted, no need to reinvent the wheel here with OLD loot tables and all that other mischief.armor splinter are from the old loot table
and i fear this table dont work like intended
maybe you should make a bug report and EI will think about it?

Imbued armor splinters suck to gather, plain and simple. There is no changing that fact.
You'll get no argument from me on that.
