If memory serves me well, a couple quests are at old rachival and a couple at the observatory

The key is killing ghosts. Lots of ghosts. They will give you the quests.

Yes you have to kill the ghost for the drops that will start the quest.

yeah, as soon as he reminded me of old racheville I remembered the quest. Not a bad haul my first nite. 4 useable crystals so far all +35 power/dex/dex/focus. Will keep going since I really need more and a few higher caliber.
