Silly me. I just looked it up and I had already done that one. D'oh.
But, I'm not getting the Dinner Impossible quest even though I finished all the other three.

Speak to an Imperial Vaultkeeper and they will tell you about the quest, greet them a second time to get a note for Lady Kendra, then go see her.
When I first took this quest I only greeted the Vaultkeeper once so didn't get the note and couldn't go any further.
