just hoping to get confirmation that the quest given out by the spirit of allathos can only be gotten by ancients.. that the reason i can't get a quest from her (?) is that i'm adult, not that it's bugged somehow.

You are correct. You can only do the Spirit of Allathos quests if you are an ancient.

You have to be level 100 as well.
