Does the launcher always display the option to make a new character, or does it check the max number of characters you can have and only let you create a new one if you haven't reached your limit yet?

Does the launcher always display the option to make a new character, or does it check the max number of characters you can have and only let you create a new one if you haven't reached your limit yet?
I just lost the game.

If it is true that blight characters count to the max. amount then it always shows.
I have 6 Chaos characters and 1 Blight character and the New character creation option is still in the list as option.

Lohasbrand– LvL 4:3:0 – 1.0M - Hatchling
Sslion- LvL 25 Mage, 25 Warrior, 10 Cleric, 6 Druid, 6 Monk and a few Craft Schools

You will always see the create new character option. In fact, the game will still let you into character creation even if you have all your character slots filled. Not entirely sure what happens if you actually try to make one, however. It likely gets locked and unplayable, my guess anyway.
