This tech will not apply to armor chest scales. Gives a message "Conflicts..", even on a completely non-teched armor chest. It will apply to a health chest scale. Not sure if there is also a conflict with biped chestguards.

Correct. You are not able to apply it to armor scales because it primarily boosts armor.
