I am currently doing this quest, and I have to speak with Tomas Agua, at the cleric tower, to go further...but, when I speak with thi one, nothing, and the quest doesn't update.

Huh, it was pointing at the Leftenant instead of the Archbishop. *ponders how nobody caught that until now* Will be fixed in the next patch.
