Char transfer from account to account?

First off, Iiiiiii'm not sure if this is in the right place so, uh, move it if necessary. xD

Second, is it possible to move a character (with everything he/she has) from one account to another? Mostly just curious. ^-^; Sorry if it seemed silly, but~
