I went through this shortly after it went live and I don't recall having any issues, of course I could be mistaken. I remember the Winter Vale quests having a hiccup or two, but that was before this and they have all been fixed. But if we hear from someone who has tried recently, or anyone who has had problems with it, then we'll definitely know

The part where you have to kill a wraith and loot a locket from him is definitively broken. It needs a delta to get fixed. That was posted somewhere in the forums.. can't find it right now.

Its fixed on the delta we are currently working on so it hasn't been patched to Blight yet.

Correct. Any changes (i.e. deltas) must be patched to Blight first for testing. Then to Chaos/Order at a later date.
