Breath Weapon

I have a question about dragon breath weapons.
I am a Helian, and have Breath of Fire and Breath of Ice.

Am I supposed to have Breath of Lightning, or is it based on faction, Helians with Ice and Lunus with Lightning?

According to the wiki and a search of this forum, I cannot determine if I am bugged or not.

I have spoken to both faction Ancients, Semeneth and Valkoth. Neither offer me the quest. Istaria wiki says Valkoth should offer it to me at level 50.

I spoke to Kelakhan, and he has nothing to offer.


I'm level 66 DRAG and 85 DCRA.
What am I missing here?

Both factions can get both breath attacks. Not sure why you can't get the quest though.

Your DRAG level is too low:

• Breath of Lightning quest will now be offered by Kelakhan to any dragon of at least level 80. The quest has also been updated to flow better with the overall storyline for the breath weapon quests and give better directions.
