Is Vladtmordt broken?

I've been trying for 2 days to get Vladtmordt to give me the level 25 scale quests, I've cleared my quest log and tried everything i can think of but he wont offer me the quests i just get some fluff text "Vladmordt tells you, Tell me young dragon, have you come thus far in life without a stance on the naka-duskael-- Is this word unfamiliar to you? Rather i say the unscaled?. In past i referred to them as naka-duskael, the Humans,Dwarves and Elves that is. But these days the language of the Dragon's grows sparser." nothing i have tried has changed this

Those scales are now level 30.
