Elemental Arrows... range 20? Can it be 0?

Currently the ELAR ability Elemental Arrows has a range of 20. Can this be changed to 0 to match Multishot, Headshot and Heart Seeker at least?

Seems hosed that I use the ability when available, and despite it being reduced down to 10s, that I have to be <20m to use it. That's pretty close, especially when bows at high level are pushing 30-40 range.
