I know it's not much, but as you can see it seems the game believes my bulk is only around 5155 which is 50 less than I actually have.

Bulk bug? Not sure, never had that happen before. Only thing was when an item went bug mode and shot to ~8k bulk, though that also reflects the mouseover of that bar you're hovering on.
Swapping out tools with holding crystals perhaps?

Forget to tell. I'm on latest blight patch (386.5) and nowhere else I can see the bulk bug (my vault was nearly full during that bug but now all is fine)
without my holding crystal my bulk max would be just 4900

I saw this same issue a week or so back on Blight. My missing inventory was quite a bit more. 434 missing. 5271 was available, actual capacity was 5705.
