perhaps with 23 items you went over the 2000 capacity? for instance a tent can hold 10 items but you can't stack more than 3 cedar construction timber (something to do with that bulk figure)

I have had the same problem with my tier I house. Sometimes it just won't accept as many stacks as it is supposed to. It isn't a bulk problem either, there is still room for more bulk. Sometimes it fixes itself, not sure what causes it to flip back and forth.

I had a similar problem recently with my medium human house. The stack limit is 60, but I can only put in 57. I know I have put 60 in there at some point. Somehow it seems to be confused about the number of stacks. It reminds me of the old issues we used to have with invisible items in our cargo disks and backpack.
