Blarto sent the report back to Minisa. Minisa believes that something is going on in there, and that this is where the ritual is probably centered.

>>> Blarto has asked that you make your way to the base of the Observatory and look for clues. Fight your way in as you do and you may find out something that will help reveal the Aegis plans.

Stuck on this first step of the quest. Been killing around the blighted area in Observatory Peninsula and nada. Went all around the base of the hill, and up the ramp, even killed the named master up top, nothing.

No quest loot on them either.

EDIT: The answer is that this quest is working as intended. It is not a "go here and kill this specific mob." type of quest. And I put the spoiler alter in the message and deleted the specifics of what you are supposed to kill so that those who want to solve the mystery for themselves still can.
