The Novian box is Checked.
Toon attempting to apply owns the plot.
Edit: I do use patch to blight

If I don't use the patch to blight option then I can again apply novians.

This should be fixed on blight client 393.63 on Jan 6, 2017.

That client was patched, to Blight on Jan 6, last week. I'm 4 days late replying
