Is this game worth playing as a free to play player or is it just full of restrictions?

lvl 15 school cap, no quests or more lvls once you hit 15. lvl as many schools as you want but only to lvl 15. You can pay to play till you have a decent character built up and go back to free. you won't be able to do any quests once you return to free.

Also note that if you pay for a sub for a period of time and get beyond level 15, you can still switch to a free account (assuming you only have one character) and play for free the same way. No quests or leveling, but that doesn't matter too much if your character is max level.
