At what point do you become 2:1 in material conversions to brick/bar/orb

For instance: Required for that tier is 800 optimum is 1084. So, do you have to get to optimum to get to 2:1 or is there some place in between?

Only at optimal do you hit 2:1 Thats where the progress bar is all the way across in the item creation screen. You start at 5:1 at minimal requirement and hit 2:1 at the optimal. each 1/3 progress thru is a step ( approximately)
