Lunus and Helian are the names of the two factions within the dragon race. There's quite a bit of lore behind how the two came into being, and why they split.
For the most part, the Lunus live in the original dragon city of Dralk. They're more into melee.
The Helian live in Chiconis, and they favor a more caster-oriented combat style.
Is the difference noticeable? Not at present. As far as the Rite of Passage goes, there is no major difference between the Lunus faction and the Helian faction.
There are some indications that the differences between the two factions will become more defined after the Ancient Rite of Passage, but we don't know what Tulga is planning in that regard.

Go check out the Lore section of these forums. :) There's not a whole lot, but try the Imperial Test of the Gifted for a little history lesson, including the age of the dragon. There is also some Lunus/Helian lore associated with the imitation scales offered by Vladtmordt on the floating island if I recall correctly.
