When will dead account plot free ups start again?

I know this issue has been floating around for a while, but since the merger buyback happened, there are a lot of dead accounts with plots (espically on unity) and I wanted to know when this will be reinstated. Many new players I have heard comment they want to get plots in prime city locations ie harro/pasinia etc, but they are all full, but some are obviously being held by dead accounts.

I know of @ least 2 plots in Parsinia which havebeen inactive since shard merge...

Plusmany guild plots through out the land of Istaria " Unity shard " are very inactive...

Aka EMPTY !!!
